Remember when the Texas Lottery was supposed to fund public education? And then how it didn't? Well, now State Sen. Royce West of Houston wants to levy a 5 percent "fee" [1] on winnings over $600 to fund... an education program! While the lottery is little more than a tax on the mathematically challenged, Mr. West's "fee" on winnings only adds insult to injury.
